About the Project

SwitchCo were engaged to manage the set-up of the sorting and regional facility for Cleanaway as part of the Victorian container deposit scheme.

BACKGROUND

The Victorian Container Deposit Scheme (CDS) is a recycling program introduced by State Government that launched on 1 November 2023 to encourage the public to recycle eligible containers by providing a small refund when the containers are returned. Cleanaway was awarded a third of the network as part of a joint venture with TOMRA. SwitchCo were engaged to manage the set-up of the sorting and regional facility to be operational by 1 November.

CHALLENGES

initiative needed to be operational (within 9 months) and constraints around the site initially chosen for the main sort line. Through the early design phase, SwitchCo Projects was able to identify long lead procurement items that would need to be procured for both the sorting line and weighbridges to meet the deadline. As there were also significant risks identified to the selected site for the main sorting facility in being operational by 1st November, a Contingency Plan was developed in parallel which utilised other Cleanaway sites in the network.

OUTCOMES

Through the development of the Business Continuity Plans, it was identified that the existing Cleanaway sites could manage the volumes and significant savings could be achieved by investing in their current facilities by modifying their existing sorting line and conveyor systems (rather than setting up a larger new facility). SwitchCo also managed the construction of a new Truck Parking facility in Ballarat. The project successfully went live on 1 November with approximately 800,000 containers collected on day 1.
